Highly Skilled Migrants From Turkey and Payroll Solutions

There is a growing number of highly skilled (knowledge) migrants coming from Turkey to European countries. The Netherlands has a special program for these migrants that makes employing a Highly Skilled Migrant (HSM) very attractive for Dutch companies. Under this procedure, a separate work permit is not required, and the spouse or partner of the HSM also receives full work authorization.

The Knowledge Migrant Regulation (KMR) is the fastest immigration procedure. As a Dutch employer, you can only bring an HSM to the Netherlands if you are a recognized sponsor. This means you must be approved by the Immigration and Naturalisation Service (IND). Please note that becoming a recognized sponsor is a time-consuming, expensive, and complex process.

At this point, a recognized payroll company can be an excellent solution. Recognized payroll companies, in collaboration with legal consultants, offer payroll solutions for both the HSM and the employer, handling all applications, Entry & Residence Procedures (TEV), employment contracts, salary administration, and insurance.

2026 Income Criteria (Gross per month – excluding 8% holiday allowance):

  • * Employees aged 30 years and older: € 5,518
  • * Employees younger than 30 years: € 4,045
  • * Graduates in their orientation year (search year): € 2,898
  • * European Blue Card: € 5,610*
  • * Note: If the HSM is a shareholder, they are not allowed to hold more than 24% of the shares in the company where they wish to work.
